On the morning of October 16, 1980 Kathy Neff, a 21-year-old female, dropped off her vehicle at a vehicle dealership on Florin Road for service, with plans to pick up the vehicle later that same day. The next day, when family and friends could not locate Kathy, a missing persons report was filed. On November 8, 1980, some pheasant hunters in the area of Elliot Ranch Road, discovered Kathy’s remains.
